The U.S. Senate has approved legislation containing a provision which permanently exempts trailers from the Unified Carrier Registration Act (UCRA) fee calculation. The UCRA has required motor carriers to calculate their fees on the basis on power units and all trailing equipment. The provision to change this legislation was included in HR 2095 which is The Rail Safety Improvement Act. It is expected to be signed into law by President Bush soon. Trailing equipment would be exempt from the fee calculation beginning in 2010.
